Description / Qualifications

Under new leadership, Lac Ste. Anne County requires an energetic, forward thinking individual to manage the Planning & Development Department and report to the General Manager of Infrastructure & Planning. A degree in Land Use Planning and membership in the Canadian Institute of Planners and Alberta Professional Planners Institute is preferred. In addition, a minimum of five (5) years in the professional planning field in Canada and directly-related municipal planning, development, safety codes and management experience is preferred, specifically in a rural setting.

The successful applicant will be responsible for, but not limited to the following:
• Long-term sustainable planning work by preparing and processing new policies, facilitating new major projects, liaising with internal departments, Council and community groups;
• Overseeing/delegating special planning related projects (i.e. area structure plans, inter-municipal development plans, etc);
• Prepare and monitor the operational and capital budget throughout the year;
• Administer and assist with the preparation of department notices for publications, maps and graphics;
• Review all statutory documents and present policies and bylaws to County Council for consideration and adoption;
• Draft policy proposal and recommendations for County Council;
• Attend and present items with recommendations to Municipal Planning Commission meetings, Subdivision and Development Appeal Board hearings, Council meetings, and other meetings as required;
• Respond to public inquires and complaints related to the department;
• Delegate required follow-up from various meetings and ensure completion of items including approvals and refusals;
• Administer and operate permit services as it applies to the Safety Codes Act;
• Maintain positive public relations with landowners and developers to promote sustainable development within Lac Ste. Anne County; and
• Supervising and Mentoring of current Planning & Development staff.

• University degree in planning or related discipline;
• Proficiency in Microsoft Office applications;
• Excellent organizational, communication and report-writing skills and demonstrated ability to deal with the public in a courteous and efficient manner;
• The ability to work with municipal Council;
• Knowledge of municipal legislation and relevant statues;
• Proven overall local government planning and development experience;
• Demonstrated ability to work effectively, both independently and as part of a team;
• Familiarity with County structure, operations, and knowledge of rural community planning is key.
