Manager of Planning & Development (Permanent – Full time)

The Township of Cramahe is located in the heart of Northumberland County, just an hour’s drive east of Toronto on the north shore of Lake Ontario.  The picturesque villages of Colborne and Castleton are the historic and cultural centers of Cramahe.  These communities offer residents and visitors the opportunity to share rolling farmlands, heritage buildings, and the natural beauty of Apple Country.  We are a population of over 6,000 and growing. 

Reporting directly to the CAO (or their designate), the Manager of Planning and Development is responsible for the development, review and application of Official Plan policies to guide the future growth of the municipality, together with the implementation of the Township’s Zoning By-law provisions.  This role will provide recommendations, planning information, reporting and advice to various entities including Council, Committees, residents, landowners, and developers.

Qualifications

• A degree in Urban Planning, Environmental Studies, or related discipline
• Minimum of four (4) years in land use planning at a supervisory level
• Recognized by the OLT as an expert in municipal land use planning
• Accredited through memberships including, the Canadian Institute of Planners and Ontario Professional Planners Institute, and possess a Registered Professional Planner designation
• Experience in interpreting and implementing the Ontario Planning Act, Ontario Heritage Act, provincial and regional plans and polices, municipal official plan policies, zoning by-law, urban design and architectural guidelines, Municipal Act, and Development Charges Act & Conservation Authorities Act
• Experience creating and implementing plans to foster business attraction, retention and expansion within the community
• Experience in the issuance and evaluation of RFP’s, RFQ’s
• Excellent knowledge of Provincial land use planning policies, Federal and Provincial legislation related to planning, Upper and    Lower Tier Municipal Planning Instruments, Zoning By-Laws, Official Plan, Minor Variances, Interim Control By-laws, Temporary Use Provisions, etc., the development and reviewing building permit applications for zoning compliance and ArcGIS applications
• Excellent written communication skills, detail oriented and analytical
• Strong organizational and prioritization skills with the ability to work under pressure to meet deadlines
• Collaborative, a team player, with the ability to interact with all levels both inside and outside the organization
• Ability to act with patience, diplomacy, discretion and confidentiality
• Demonstrated knowledge in various computer applications including GIS, Microsoft Office and Excel

Duties

• Coordinates the activities of all direct reports to ensure that departmental and organizational goals, within prescribed policies, procedures and standard business practice are in alignment with the municipality’s Strategic Plan
• Development and administration of the Township’s official plan review process including formulation of long-range planning   objectives and strategies, secondary plans, growth management strategies, facilitating and ensuring public consultation/participation
• Provides Council, the Chief Administrative Officer and Township staff with advice and recommendations on planning, zoning, building and all other matters related to the functions and activities of the Planning and Development Department
• Directs the preparation and presentation of reports and recommendations to Council and the Chief Administrative Officer as required, regarding the activities, programs and projects of the department
• Works with staff to develop and manage departmental policies, procedures, and systems; establishes clear communication and reporting structures; monitors performance and makes improvements as needed
• Prepares and administers the department’s operating and capital budgets in compliance with Council’s guidelines and policies
• Represent the municipality in matters before the Ontario Land Tribunal (OLT) by preparing professional planning evidence, reports, and expert testimony; ensure compliance with the Planning Act, Provincial Policy Statement, Growth Plan, and other relevant legislation; coordinate with legal counsel, manage appeals and settlement negotiations, and participate in pre-hearings, mediations, and full hearings as required
• Maintains effective and co-operative liaison with the public, senior representatives of other municipalities, agencies and employers, other levels of government, consultants, developers, contractors, community groups, etc., coordinates with, obtains and provides relevant information, and promotes a high standard of public relations
• Other related duties, as requested and required

The position falls within Band M3; $87,112 – $114,632 per year, complemented by a generous benefits package and enrollment in the OMERS pension plan.

The successful candidate will be required to provide a satisfactory Criminal Reference Check and hold a Class “G” Driver’s License.
