SE Design and Consulting Inc. has an immediate opportunity for a development-focused Urban Planner to support the Development Planning team with the preparation of Area Structure Plans (ASPs) and subdivision development applications. This role is ideal for a professional with demonstrated experience in land use planning, technical report writing, and coordination of multidisciplinary development projects. This position is based in our Cold Lake Office

Position Duties:

  • Lead and support the preparation of Area Structure Plans (ASPs) and outline plans, integrating land use policy, technical analysis, and engineering inputs
  • Coordinate subdivision design and development applications from concept through approval
  • Interpret municipal development plans, bylaws, and regulatory frameworks
  • Support land use redesignations, zoning amendments, and development permit applications
  • Conduct site analysis, land use assessments, and policy reviews
  • Prepare high-quality technical planning reports, including:

           o   Area Structure Plans

           o   Subdivision Design Briefs

           o   Supporting documentation for municipal submissions

  • Translate technical and engineering inputs into clear, well-structured planning documents
  • Ensure all documents meet municipal standards and submission requirements
  • Liaise with municipal staff and regulatory agencies throughout approval processes
  • Support client communication and project updates
  • Participate in stakeholder engagement and consultation processes as required
  • Prepare Public Engagement Plans in alignment with municipal policies and stakeholder requirements
  • Plan, organize, and facilitate community open houses, public information sessions, and stakeholder meetings
  • Prepare presentation materials including:

           o   Display boards, maps and concept plans

  • Present subdivision and planning concepts clearly to non-technical audiences
  • Respond to public inquiries and concerns in a professional and informed manner
  • Prepare Public Engagement Summary Reports and supporting documentation for municipal submissions
  • Work closely with civil design teams to align planning concepts with engineering design
  • Review subdivision layouts, servicing concepts, and transportation networks
  • Utilize or support drafting in AutoCAD Civil 3D

Skills and Qualifications:

  • Degree in Urban Planning, Regional Planning, or a related field.
  • Minimum 3-5 years of professional experience in land use Planning, with a focus on subdivision and area structure planning.
  • Experience working with multidisciplinary consulting teams.
  • Membership or eligibility for membership with a professional planning institute (e.g., RPP or equivalent) (preferred)
  • Strong technical writing skills, including the ability to prepare concise planning reports and supporting documentation.
  • Working knowledge of municipal planning processes and land use planning principles.
  • Excellent organizational skills and the ability to manage deadlines while coordinating multiple tasks.
  • High attention to detail and commitment to quality deliverables
  • Self-motivated, and able to work independently or collaboratively within a team environment.
  • Proficient with Microsoft Word, Excel, and Outlook.
  • Familiarity with GIS and/or AutoCAD Civil 3D
  • Strong interpersonal and communication skills, including experience engaging with stakeholders and presenting to diverse audiences.
  • Positive work ethic, adaptability, and willingness to support a variety of planning and project tasks.
  • Valid Class 5 driver’s license.
