Plan Canada is pleased to announce the winning theme for our Winter 2025 Edition: Planning for Disruption: Resilience in an Uncertain Future.
Canadians are facing an evolving array of gradual and sudden economic, environmental, and social challenges, with disproportionate consequences across our geography and demographic groups. Having experienced a series of interconnected global, country-wide, and local crises, we have learned several lessons that directly apply to Canada’s institutions and systems. How can planners help this country be resilient?
Disruptions are rarely unforeseen. We’re aware of risk factors and we can plan and prepare for a range of scenarios. Planners are in positions to identify scenarios, connect across disciplines, and provide leadership on risk mitigation and disaster resiliency.

How are planners supporting communities to prepare for, respond to, and adapt to complex challenges? We want to hear from you about topics, including:
- Adaptation and resilience;
- Frameworks for disruption and emergency scenario research, planning, resourcing, response, and recovery;
- Sustainable approaches to addressing economic uncertainty and/or environmental crises;
- Risk reduction, vulnerability minimization, emergency prevention, and disaster mitigation;
- Mitigating inequity and promoting justice in disaster planning and response;
- The role of institutions, strategies, and legislation in responding to disruptions;
- Interdisciplinary and intergovernmental collaboration;
- Public communication and participation in disruption response;
- Advocacy related to disruptions;
- Differences in preparedness and outcomes across geographies and demographic groups; and
- Predictability and unpredictability.
The due date for articles for our Winter 2025 issue is October 10, 2025.
